You can petition CCP to reopen your account for 24 hours so you can apply the PLEX, but from what I've heard expect it to take a few days. And welcome to inflation online.

Most likely there are lower sell orders in the same station, so when you buy tritanium at the higher price the sale still goes to the lowest seller. The amounts of the higher sell orders aren't changing because they aren't the ones selling to you....

Note that you'll get your money back, but you'll lose the broker's fee you paid when you cancel. If you want to change the price it's cheaper to use the r-click -> modify order ooption, which only costs you 100 isk.
